Vessels’ Real Time Database

As part of R&D projects funded by the French Agency for the Research or by the EU, SOFRESUD designed, developed and maintains a database of ship data gathering, as a validation of surveillance and alert lifted all information in static or semi-dynamic on ships.

SOFRESUD Ship databases aggregates all relevant data on vessels that appear in open access and / or circulating on the Internet databases.

It contains ships information enabling R & D rules engine systems, SCANMARIS, SISMARIS, I2C and PERSEUS, to raise alerts on abnormal behavior of vessels detected by the systems. 

These information are mainly including data on technical characteristics of vessels (length, width, draft, propulsion, engine, capacities of carrying and lifting, etc..). But these data also include information on events of interest on the vessel: results of inspections, detentions, damage or incidents on the ship in the past.

Maritime Surveillance and Detection of Abnormal Behaviour

ScanMaris fits into the development of a maritime C4ISR. C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) used by the armed forces and system engineers cover the following areas: command, control, communications, computers, intelligence, surveillance and reconnaissance. They also include information systems, satellite technology and sensors, with more other tools, skills and processes in support of the information collection.

The ScanMaris project objective aims to achieve a help system to safeguard the French maritime borders. It will consist of the following modules:

  • Holding position (positions, speeds and caps of all ships in the sea area) from sensor data or simulated data;
  • Held previous position filled by external information (eg types of cargo, destinations, lodges, certifications, etc.)., Regulations and sailing conditions (meteorology, oceanography and geography);
  • Learning methods and modeling routes, flows of goods and anomalies (transhipment, drift anchor, frequent changes of speed and direction, etc.).
  • Rules Engine investigation to detect anomalies;  Tools for performance evaluation methods, models and engines from different scenarios maritime traffic;
  • Human Machine Interface.

ScanMaris functions to enhance the effectiveness of a comprehensive monitoring and detection of offenders. They therefore help to establish optimal responses in the time and the means of intervention tailored to fight against illegal activities and violations of regulations. In a maritime C4ISR the following simplified diagram shows the functions that will be developed in the project ScanMaris.

In summary, the functions of ScanMaris for the collection and "smart" many data analysis will gain a better knowledge and practice to be able to update and follow, "networks" criminals at sea and thereby increasing the investigative capabilities to reduce or prevent the effects of new illicit activities.

Finally ScanMaris will contribute to the effectiveness of the anticipation and prevention of global security for the protection of the states and their citizens.
